The original patch was made by Mr. Anton Lundin. I've added the hability to define the path to the envelope scanner as an env var, allowing the use of differentiated scanners, depending on the tcpserver rule.

I also added an extra parameter to the scanner call so that it could be used with the qenvscan-policyd helper which also provides HELO/EHLO checking.
